Are there any recruiters or head hunters which specilize in PhD non-bench jobs? Alternatively, what are the best ways to search for jobs?

Hi James, as a Headhunter, I can tell you that this isn't the way that recruiters work. Besides, recruiters are not a good way to go for someone still looking for their first industry position. They are hired by co's to find people with very specific experience.
You might try the services of a temp services company, such as that offered by Kelly Scientific Resources, StatProbe, and others. There are a lot of them, and moving into a non-bench position as a temp for six months or so can sure give you the marketable experience you need to get some response to your resume,
