Career advice: finish PhD or no?

Absolute do not rely on the lame institution for what might be a major mental health issue ..
Run do not walk to the best psychiatric outfit specializing in depression and get diagnosis.
No need for you to carry the burden of a treatable illness impeding you.

The above is obviously just an opinion, to be clear.

I would say the facilities depend on your institution. Some, like a major research hospital, have attached psychiatric clinics (and indeed, departments) and have consistently excellent care. Smaller institutions with limited/no medical faculty can be suspect.

I have heard of cases with both, and can answer questions you have privately if you'd like. Just Private Message me on the forum.
