Is it fair to base my salary expectations on the federal salary guidelines for my education and experience? If I negotiate with a potential employeer (particularily in industry) would this be a reasonable starting place for the salary? Thanks.

There is absolutely no parity between industry and government, nor between Company A and Company B. We don't discuss salaries on this site because there are companies that paid entry level PhD's $40,000 and there are others who pay them $70,000. To try and discuss the issue just opens up a giant can of worms, and unending amounts of work for the moderators to try and help make sense of it all.

Personally, I would ask THEM what other people (with your experience level) in their organization are paid to do similar work. Get the range, and then expect that you'll be offered something in the mid-point at their best offer. Keep in mind that industry experience is valued much higher than academic. If they say that "people with two years of experience earn XXX" they are generally referring to two years of industry experience.
