What are my chances in finding a postodc at FDA/ORISE

What are my chances in finding a postodc at FDA/ORISE

Hi guys,
I am interested in governmental research. While I was doing my PhD I applied for a couple of Orise fellowships. Unfortunately, I was never invited for an interview. The thing is, I am from Europe with an European citizenship. This year I finished my Phd in Clinical Pharmacology and I am working for a governmental institution in my home country but the Orise fellowship is still in my mind.

What do you think? Should I apply for a fellowship again? Do people with connections have higher chances in getting a job there or people with US citizenship?
