I'm finishing up a M.S. in bioinformatics this May and am considering my options afterwards. My interests are in bioinformatics and statistical genetics. I'm leaning toward getting a PhD in statistical genetics (even though this means another ~5 years in grad school). Is it possible to get a senior scientist job in industry or faculty positions in statistical genetics/bioinformatics without doing a post-doc?

Those positions are available.

With that background and in this current climate for those skills, yes, I believe you can find a Mid to Upper level position. Try securing position with another company and then look to move to a small start-up after a few years OR dig up a small start-up right away.

All the best.
