Science/research policy jobs

I am a post-doc in biological sciences and have worked in this field for the past 12 years. I would like to leave laboratory research and move to the field of science/research policy. I am based in Europe and ideally would not like to relocate. Any advice regarding how this could be done would be much appreciated.
