segment manager without sales experience

I recently heard about an interesting opening, as regional segment manager. I have spent many years working in the target segment, I know the market well and have a well established network. I score myself high on most of the qualification except for the big one well developed strategic sales skills.
So, my question would a company employ someone as segment manager that lack the sales experience but know the segment in depth????
