I am not sure what you are after. Do you want a recruiter to help you find a job or do you want someone to help you hire somebody else?

In both cases I think that the best answer is going to be networking ie to talk with other people who have used different recruiting companies and recruiters in your area and find out which ones that have done a good job and which ones that have done a less good job. This is going to depend not only on which Company that you use but also on the individual that you get to work with.
